TikTok Commission of Inquiry: Are the recommended measures to protect minors feasible?

"An ocean of harmful content" and "exposure to violence in all its forms" : the report of the parliamentary commission of inquiry on TikTok , unveiled Thursday, September 11, is particularly harsh on the social network, estimating that it has "deliberately endangered the health and lives of its users." In response, the report therefore proposes far-reaching measures, such as age verification and banning social networks for children under 15, a digital curfew for 15-18 year-olds every evening from 10 p.m. to 8 a.m., and the need to further improve the moderation of shocking content.
Can a digital curfew work? It's already in place in Utah, USA, and in China. However, this idea should be taken with a grain of salt.
