Congress will debate creating a tax on private jets and yachts tomorrow.

Tomorrow, the Congress of Deputies will debate a proposal by Sumar to impose a new tax on emissions caused by the use of luxury transportation , specifically private jet flights and yacht trips, with the aim of reducing the environmental impact caused by their "abusive" use.

This is not the first time the Plurinational Group has defended this proposal in the Lower House. It previously attempted to introduce the tax via amendment to the 15% tax on multinational corporations , but was unsuccessful. It will now defend a non-legislative motion in the plenary session, forcing a specific debate and vote.

En Comú MPs Aina Vidal and Júlia Boada, who signed the proposal, explain that although the use of private jets has historically been associated with business travel, this appears to be undergoing a "clear process of change." To justify their argument, they cite a report published by Greenpeace in September 2024, which shows that conventional tourism with scheduled flights and luxury tourism with private jet flights had a very similar seasonal pattern in 2023.

The document states that in 2023, there were 117,965 private jet flights, with most airports landing during the summer holiday period. In Spain specifically, there were 27,122 private jet landings, 23% of the total in the countries analyzed, and they generated approximately 134,000 tons of carbon dioxide (CO2). "This is equivalent to the annual emissions of approximately 89,300 fossil-fueled cars. These are only the emissions from flights to their destinations; they do not include emissions from return flights," adds the Sumar proposal, which EP has accessed.
