Leadership as a principle

Associate Professor of the Financial University under the Government of the Russian Federation, Candidate of Technical Sciences Tatyana Goroshnikova - on the country's course for technological leadership
Russia's technological leadership - a distant future or already a reality? If you have ever encountered online banking, for example, in Germany, then you understand well how far Russian fintech has come. Instant transfers by phone number, payment by QR code even in public transport, entire ecosystems of services within mobile applications - all this has become part of our lives. I note that in most European countries you can't even dream of this - there you can't always see information about payments on the same day.

There will be more examples of leadership in high-tech industries, attention to the topic is at the highest level. "We need our own developments and organization of production on our own platforms, and now our level of technological development and the state of the economy allow us to do this," Vladimir Putin emphasized at a meeting with VEB.RF Chairman Igor Shuvalov. As the head of VEB noted, in a number of industries, Russia already has all the prerequisites for world leadership - for example, in unmanned aviation. Such work is underway both within the framework of joint work with the ASI and through the Industrial Development Fund.
The support ecosystem is also expanding. The working group of the Presidential Council for Strategic Development and National Projects includes not only key federal but also regional organizations. The working group is headed by Igor Shuvalov. An audit of support measures is currently underway. A completely logical step that will allow the available resource to be used with greater effect - both for the economy and for the regions/cities where high-tech projects are being implemented.
One of the brightest successful examples is the launch of industrial production of 5G base stations at the Aquarius enterprise in Shuya (Ivanovo region). The production of Irtea stations was established here in early 2025. Thanks to subsidies from the Ministry of Digital Development, their production will be tripled next year, and by 2027 it is planned to reach a minimum level of 10 thousand stations per year. And this is a bid for leadership in the infrastructure that is critical for building a modern economy.
It is important that high-tech projects are actively implemented not only in the digital reality, they work to improve the quality of life of ordinary people. For example, the emergence of automated hybrid energy complexes (AHEC) solves the important problem of providing people with heat and light in the most remote corners of the country - in particular, in Yakutia. AHEC combines an energy-efficient diesel power plant, solar panels and an energy storage system. This is a more reliable, environmentally friendly and less expensive source of energy than traditional diesel generators. Over the past three years, 12 automated AHECs have been commissioned in the Sakha Republic, and two more are expected to be commissioned this year - in the Kobyaisky and Oymyakonsky districts. This means that even more remote villages will receive a stable and economical energy supply. What significance this has for Russia, with its endless expanses and harsh climate - there is no need to explain.
To maintain the pace of innovation, it is important to support and scale the most advanced solutions. Combining the resources of the state and business in this area is justified both at the moment and even more so in the long term. This will open up access for companies to new markets, cities to modern infrastructure, and people to technologies that make their lives more comfortable.
