The company explains that producing healthy, tasty and high-quality tap water, as well as treating wastewater, is not only a labor-intensive task, but also involves huge costs.
The level of water supply and sewage collection fees reflects, among other things, the costs necessary to efficiently provide these services. However, not all residents use these services under existing contracts and therefore do not feel obligated to pay for them.
The company reminds us that connecting to the sewer system is a legally regulated obligation of property owners . This is stipulated in Article 5, Section 1, Item 2 of the Act on Maintaining Cleanliness and Order in Municipalities. However, many residents still bypass this requirement and discharge sewage without a contract.
The situation is similar in the case of water connections; although Polish law does not impose this obligation on property owners, it should be remembered that the costs of water collected without a contract are de facto covered by other residents, i.e. those who connected legally and pay honestly.

The amnesty is contingent upon the voluntary submission of the amnesty by the property owner or user who uses water or sewage without a contract . Such a person will be exempt from connection verification costs and fees for previously uncontractually supplied water and sewage. Charges for the water or sewage collected will be effective from the date of submission.
The deadline for voluntary reporting of non-contractual use of services is July 31, 2025. Reports can be submitted to the Customer Service Department or by e-mail to [email protected].
