Bonus for hiring women 2025: official requirements published by INPS

In 2025 the Bonus Donne returns, an incentive designed to encourage the hiring of unemployed women in disadvantaged conditions. INPS has just published the official circular with all the instructions and requirements needed to access this important benefit. The goal is to support female employment in a labor market that still presents many difficulties, especially for those in vulnerable situations.

Exclusions from the 2025 Women Hiring Bonus

Domestic work contracts and apprenticeship relationships are excluded from the benefit , for which current legislation already provides for reduced social security contributions compared to the standard ones.

The contribution exemption is recognized on condition that the hiring with a permanent contract concerns women of any age who, at the time of hiring, satisfy at least one of the following conditions:

• have not had a regularly paid job for at least twenty-four months, regardless of their residence;

• have been without a regularly paid job for at least six months and reside in the regions of the Single Special Economic Zone for Southern Italy;

• exercise professions or work activities in economic sectors characterised by significant employment disparities between genders.

Access to the exemption is subject to a net increase in employment , calculated by comparing workers in each month with the average of the last twelve months, with a correction for part-time contracts. Reductions in personnel in companies controlled or connected to the same group are not considered.

The exemption covers 100% of the employer's social security contributions , excluding INAIL premiums and contributions, up to one for each female worker, keeping the pension rate unchanged.
