Tax collection started the year below the target set by the Government

The National Tax and Customs Directorate (DIAN) collected 32.4 billion pesos in January 2025, which represents an increase of 6 percent compared to the same period in 2024. However, it was 1.9 billion pesos below the Government's goal.

Thus, so far, the Economic Research team of Banco de Bogotá projects that the gap in the nation's income for 2025 would be 17 billion pesos , far from the 34 billion pesos estimated by the Autonomous Committee of the Fiscal Rule (Carf).
"In the baseline scenario, compliance with the fiscal rule would require measures to increase revenue or reduce expenditure by at least 46 trillion pesos (2.6 percent of GDP)," CARF said a few days ago.
The bank's researchers calculated that January represented 10.5 percent of all tax revenues between 2019 and 2023, excluding the pandemic data (2020).
This means that if the current situation continues, the collection for the entire year would be around 210 billion pesos, 11 billion pesos below the target set by the Government in the Financial Plan of 320.9 billion pesos.
"Thus, the shortfall for the first month, according to estimates from Economic Research, would have been 1 billion pesos," they said.

According to information from the Dian, the largest revenue in January came from sales-related taxes, with 12 billion pesos in 2025, representing 36.6 percent of the total.
Meanwhile, those related to income totaled 11.5 trillion pesos, 35.2 percent of the total; and those related to foreign trade reached 3.7 trillion pesos, that is, 11.4 percent of the total.
The agency also reported that the actions carried out by the missionary departments of the Dian allowed for the collection of 4.23 billion pesos.
